Council holds hearing and gives first reading to zoning changes for fitness, schools and animal care (Ordinance 28-38)

The council opened Public Hearing 6b and took first reading of Ordinance 28-38, which proposes amendments to Enumclaw’s municipal code to allow a broader set of permitted uses in commercial and light industrial zoning districts and to add definitions and standards for animal shelters, daycare and boarding.
Senior planner Winston Larson told the council the changes would allow arts and vocational schools, gyms and health studios in certain districts and would establish indoor pen and setback requirements plus waste disposal standards for animal care uses to address compatibility with adjacent residential areas. The April 23 Planning Commission review recommended approval and staff asked for first reading. No members of the public provided testimony and the hearing was closed for first reading.
The ordinance also revises related code sections and adds a new chapter section addressing requirements for animal shelters and boarding facilities; council did not adopt the ordinance at the meeting.
