Larson summarized the item’s history: council adopted initial airport zoning district regulations on February 25, 2025, and the request to reduce setbacks was added to the 2026 work plan after a request received January 23. The Planning Commission reviewed the proposal and on April 23, 2026 voted to recommend approval. Staff recommended first reading. No members of the public provided testimony and the mayor closed the hearing and moved to first reading.
Council did not vote to adopt the ordinance at the meeting; staff outlined three options going forward: adopt as presented, reject and continue review, or modify and adopt as amended. Staff also noted supporting findings and consistency with the city’s 2024 comprehensive plan.
