Councilmember Martineau proposed $30,000 to cover two parades; staff and business representatives warned that full deployment would require substantial logistics, remove parking, and could be disruptive to downtown businesses. Staff reported a government pricing quote reduced a prior estimate from about $16,000 to roughly $8,000 for barricade rental, but cautioned that deployment requires crew time and could take several days to set up and take down.
Given logistical concerns, the council amended the original request to fund a single trial deployment for the July 4 parade, with administration, police and the Chamber to determine specific measures. The amendment passed, and the resulting appropriation passed on a 5‑1 voice vote. Staff said they will coordinate staging, deployment timing and outreach to downtown businesses as part of the trial.
