Council discussion described three recent complaints: a report of public urination, motorists blocked by vehicles parked on both sides of a single-lane street, and neighborhood noise tied to multiple players on a court at once. Staff and council members repeatedly emphasized the signage would be non‑enforceable unless the council codifies a restriction.
Staff said a temporary laminated sign could be deployed quickly while the city evaluates whether further action is necessary. Several members urged a trial period to see whether opening and promoting the new Dwight Garrett courts eases conflicts before pursuing a permanent policy or ordinance change; others cautioned that placing a sign labeled "tennis only" without enforcement could inflame disputes between neighbors and players.
The motion was moved, seconded and approved by voice vote. Following the vote, staff said they would prepare signage language that both encourages tennis-only use at Rainier Trails and provides directions and contact information for alternate courts.
