Council approves $1.61 million bid for Kelvin Park lift station and force main

City Engineer Justin Peterson told the council the Kelvin Park lift station will sit near the south bypass and 23rd Street and the force main will connect along 20th Avenue to the wastewater treatment facility. Peterson said seven bids were received and the lowest responsive bid, from Halme Incorporated, was just over $1.7 million and below the engineer’s estimate; staff recommended awarding the contract to Halme for $1,611,000.
City Manager Alan Stagger told the council the amount is below what was submitted to the Economic Development Administration (EDA) for the grant and that the EDA will not overfund the project; that reduces the total ask and lowers required contributions from Watertown Municipal Utilities, Watertown Development Company and Codington County.
Council unanimously approved the award after brief remarks recognizing long‑running development work to get infrastructure in place. The council noted the project will free up some grant funds and reduce partner contributions.
