Wanaque council adopts CAP-bank, parking and capital-appropriation ordinances and approves several contracts

The Borough of Wanaque Mayor and Council on May 11, 2026 adopted multiple ordinances and approved several contract awards and payments covering municipal budget authority, traffic rules, capital improvements and professional services.
Ordinance #04-20-2026 authorizes exceeding municipal budget appropriation limits to establish a CAP bank under N.J.S.A. 40A:4-45.14; Ordinance #04-21-2026 amends Chapter 108-16 to establish time-and-date restricted parking on certain streets; and Ordinance #04-22-2026 amended Chapter 108 to clarify parking restrictions for snow removal (the clerk was asked to change the phrase "off-numbered side of streets" to "odd-numbered side of streets" as suggested by resident Janet Rekesius). The council also adopted Ordinance #04-23-2026, appropriating $603,451.23 for various borough improvements.
Borough Administrator Robert Hermansen told the council the appropriation will cover purchases and projects including an electronic records upgrade for police units (described in the record as "Top Books"), Department of Public Works equipment, First Aid Squad building improvements, fire-department equipment and road improvements. The capital-appropriation ordinance was adopted after a public hearing and a requested wording amendment.
The council approved several procurement and contract actions on the consent agenda and by separate resolutions: final payment ($105,561.47) and change order to Your Way Construction for the Glen Court cul-de-sac bank stabilization and sidewalk repair project; award of a professional-services contract to Richard A. Alaimo Engineering Associates for $92,350 to provide design, bidding and construction management for 2026 NJDOT Municipal Aid projects (Warren Hagstrom Blvd., 4th Ave., Held Terrace among areas noted); award under New Jersey State Contract T0790 to State Line Fire & Safety Inc. to purchase turnout gear (not to exceed $33,000); and appointment of Jake DeVore and Brody McCormack as temporary police officers effective April 27, 2026.
Several of these items were approved as part of the consent agenda and by unanimous roll call. Resolution #2026-151, a person-to-person liquor-license transfer, was listed but tabled. The council directed administration and counsel to complete contract documents, subject to required certifications and legal review.
