Commission accepts easements, sets UDC comment deadline and notes staff changes

The commission accepted four minor-plat easements, reviewed board agenda items for Sept. 2, and heard an update on the Unified Development Code (UDC) with a public comment deadline of Aug. 22, 2025. Planner Megan Thomas announced she will leave on Sept. 5; Kyle Belt was introduced as a new Planner One.
The Siloam Springs Planning Commission accepted four easements on Aug. 12, 2025 and heard staff updates on the Unified Development Code and upcoming board items.
Megan Thomas, current planner, ran through four easements recommended for acceptance: a survey at 3902 Short Lane; multiple easements in the 1000–1100 blocks of East Harvard Street; easements associated with the Lincoln and Brashier Road minor subdivision; and a separate-instrument easement on Walka Road. Commissioners moved, seconded and approved the easement acceptances by unanimous roll call (Renard; K. Williams; T. Williams; Sally; McKenna; Sutton — all yes).
Staff outlined items planned for the Sept. 2 board of directors meeting including first reading of a three-parcel annexation on Highway 59 and a drainage easement vacate at 1113 East Ashley. The August Plan Development Review Committee meeting and the Sept. 9 board of adjustment meeting were canceled because no submittals were received.
Ben Rhodess provided a status update on the Unified Development Code process. He said version 3.3 of the UDC was posted last Friday and that engineering updates (street cross-sections) are pending for a version 3.4 to be posted later; the planning commission packet for September will include the final package (version 4.0). Staff set a hard public-comment deadline of Aug. 22, 2025 at 5:00 p.m. for UDC feedback.
Chair and staff announced a permanent meeting-time change to 5:30 p.m. starting Sept. 9, 2025. At the meeting the commission was introduced to Kyle Belt, Planner One, who said he joins the city from Rogers and expressed enthusiasm for community planning. Megan Thomas said she accepted a county planning manager position and will depart on Sept. 5; commissioners thanked her for her work, particularly on the UDC.
