Edward Allen Smart III asks New Castle council to allow modular home on Glendale lot

Edward Allen Smart III told the New Castle caucus meeting he wants to place a modular (prefab) home on a vacant lot on Glendale Avenue and make it his family's permanent residence. "My intent is to clean this up, demo out the old collapsed building on it, clean up the trash, put a lawn in, and basically put a homestead on this property for me and my wife to live here for the rest of our days," he said.
Smart gave his address as 202 East Fairmont Avenue and said he had spoken with Allison Williams (the realtor for the parcel) and with Capital Manufactured Homes about the unit's look and installation. He showed council members photos and said he had a video illustrating the lot's overgrown condition, collapsed barn-sized structure and litter.
Council members asked clarifying questions about the type of unit and the foundation. Smart said the plan is a permanent foundation, not a mobile-home setup: "We're not going to do a mobile home. So, it's actually going to be a permanent foundation on the property." Carla Miller indicated the matter could be scheduled for the Thursday meeting for formal consideration.
The placement request for 0 Glendale Avenue is listed for the council's Thursday agenda; the caucus did not take a formal vote. The council will hear the item and any additional public comment at the scheduled meeting.
