FHRA staff report highlights overlook project, riverfront liquor license talks and developer interest

Greg Goodnight presented the economic development report to the Fort Harrison Reuse Authority on June 15, describing project progress and talks with local leaders.
"Continue to have ... bi‑weekly meetings with Rebar concerning ... the overlook that will be hopefully getting under construction sometime later in this year at Lee Road and the at Otis and Lee Road just east of here," Goodnight said, summarizing staff coordination with the developer Rebar on an overlook project along the riverfront. He also said staff have had conversations with members of the Lawrence City Common Council about the possibility of riverfront liquor licenses for sites on the FHRA property; Goodnight said FHRA will "get with legal counsel to start looking at the parameters" and return with suggestions for council consideration.
Goodnight reported that landscaping, easements and utility locates at the Foam Craft site have largely been resolved, and that multiple developers continue to express interest in the remaining FHRA parcels.
Board members asked no follow‑up questions during the update. No public comments were offered during the meeting. The authority set its next public meeting for July 20, 2026 at 5:30 p.m.
