Council adopts ordinance clarifying death-care uses and adds taxidermy to permitted uses in specified zones

Richmond City Council on May 19 adopted Ordinance 2026-03, amending the city’s Land Use, Development and Management Ordinance (LUDMO) to clarify permitted uses under the Death Care Services category and to add a new Taxidermy Studio/Shop use with defined zone allowances.
City Recorder Justin B. Lewis said the change would add the words "Mortuary, Crematorium" to the Death Care Services line for searchability and clarity, and would introduce a Taxidermy Studio/Shop entry that is permitted in certain commercial and industrial zones and is conditional in lower-density residential zones. The Planning Commission reviewed the proposed text amendment and recommended approval.
Councilmember Daryl Black moved to adopt the ordinance and Councilmember Bryce Wood seconded; the motion carried 3-0. The ordinance changes do not alter which zones allow death-care uses but add explicit language to aid administration and public searchability.
The council did not record further debate on operational or licensing details for the newly listed uses; any future specific development proposals will be subject to normal permitting and conditional-use-review processes under the LUDMO provisions.
