Clinton appoints Timothy McGuire as police chief and approves trio of promotions

The Town of Clinton Council on Feb. 25 approved a slate of personnel actions for the police department, including the appointment of Sergeant Timothy McGuire as Chief of Police effective March 1, 2026. The council adopted Resolution #57-26 naming McGuire chief at an annual salary of $170,000 and also designating him Coordinator of Emergency Management. The resolution passed unanimously.
Council also approved three departmental personnel actions: Resolution #58-26 promoted Jose Gonzalez to Corporal; Resolution #59-26 promoted Alberto Bonilla to Sergeant; and Resolution #60-26 removed Stephen Davis from probation and appointed him a full-time police officer, effective Feb. 17, 2026. All three resolutions passed with unanimous support.
The personnel changes follow the announced retirement of Chief Cory (C.) Kubinak, who will retire Feb. 28, 2026 after more than 30 years of service. Kubinak addressed the council and noted upcoming events: a walking-out ceremony on Feb. 27 with a final radio call at 11:00 a.m., and the March 11 swearing-in and swearing-in ceremony to be held at the Clinton Fire Department to accommodate family and friends. Kubinak also outlined training plans for the department: the newly appointed chief is scheduled to attend a five-day chief training April 13-17, and a new officer, Ryan Bibbo, will attend CIT training.
The council additionally approved administrative items tied to public safety operations: a purchase of a 2026 Police Interceptor Utility Vehicle from Winner Ford (NJ State Contract 26-FLEET-129161) at a not-to-exceed price of $44,595 to be charged to the capital account (Ordinance 25-11, C-04-44-854-2524); and the sale of a surplus 2001 American LaFrance pumper to Andrew Bartholf for $12,000. The council also adopted Resolution #62-26 authorizing turnover of Chief Kubinak's service weapon (a Glock 45, serial BZTS858) to him upon his retirement, subject to his providing proof of required permits and a written assumption of liability.
