Board adopts three rezoning and housekeeping ordinances; UDC gets first reading

The Siloam Springs Board of Directors on Tuesday approved multiple zoning and housekeeping ordinances and received a first reading of a consolidated Unified Development Code.
Ordinance 25-29 amended Section 102-21 of the municipal code to rezone property in the 400500 block of North Simon Sager Avenue from A1 (agricultural) to C2 (roadway commercial). Senior Planner Ben Rhodess said planning staff and the planning commission recommended approval; the board suspended rules for reading and later adopted the ordinance after the prescribed readings and roll-call votes.
The board also approved Ordinance 25-31, a housekeeping measure vacating a drainage easement at 1113 East Ashley Street, and Ordinance 25-32 to rezone the 400 block of North Progress Avenue from A1 to C2 and amend the future land-use map accordingly. Votes on these items were recorded by roll call and passed with board support; one earlier abstention on a family-related conflict was noted in the session before another item.
Senior Planner Ben Rhodess also presented Ordinance 25-34, the proposed Unified Development Code (chapter 35), which consolidates multiple chapters into a single UDC to implement elements of the 2040 comprehensive plan. The presentation described changes such as updated street cross-sections, street-tree and sidewalk standards, sign-code modernization to reflect content-neutral Supreme Court guidance, accessory dwelling units allowed by right, a new R5 zone for townhomes and revised neighborhood meeting and permit appeal processes. The planning commission recommended approval and the board approved first reading for the UDC; additional readings and formal adoption will follow.
No related appeals or legal challenges were raised at the meeting. Staff said the UDC, if adopted on subsequent readings, would take effect mid-December and affect planning applications beginning in January.
