Mayor Richards opened the special meeting and, after Pete’s explanation, asked whether council members had questions; none were raised. Debbie Braun of the Chamber was present in the meeting room in case the council wanted clarification, the mayor said.
A motion to pass Resolution Number 140 was made and seconded. Jim True conducted the roll-call vote and recorded unanimous "yes" votes from Councilor Benedetti, Councilor Doyle, Councilor Guth and Councilor Rose, along with Mayor Richards. The resolution therefore passed.
After the vote the council adjourned the special meeting and prepared to move into a scheduled work session. A participant pointed out the work session notice appears to have been posted as of 4:15 p.m.; the council decided to take a short break and reconvene the work session at 4:15 p.m.
