The Castine Selectboard met in a budget work session on Feb. 11, 2026, opening at 8:36 a.m. to review draft figures for the transfer station, public safety and other town accounts. Attending were Selectboard members Amy Gutow and Roberta Boczkiewicz, Town Manager Derik Goodine, Finance Officer Karen Motycka and a member of the public, Ann Coyle.
The board reviewed draft Transfer Station accounts that show a net decrease for operations. The record notes Transfer Station Operation (Acct. 831) down $5,265, which the meeting identified as tied to lower tonnages for municipal solid waste (MSW) and construction & demolition (C&D) material. Transfer Station Salaries (Acct. 833) are shown up $1,582 reflecting a CPI-U Northeast region adjustment; the payroll-related account TS FICA/MEPFML (Acct. 814-TS) is listed up $129 (8.15% of salaries).
Public-safety-related line items were presented as increased in the draft: street lights up $200, the 911 dispatch fee up $269, Peninsula Ambulance fees up $3,960, hydrant rental up $2,902 (noted as a rate increase) and animal control up $2,100 to reflect a shelter contract. The public-safety payroll burden line (Acct. 814-PS) was shown down $81.
Board members noted there were no changes so far to the unclassified accounts. Total debt service on the draft worksheet was recorded as down $4,989.
On service-agency requests, the board directed Selectboard member Roberta Boczkiewicz to contact Community Action in Aroostook, Washington & Hancock Counties — identified in the record as having taken over DownEast Community Partners — to confirm whether the At Home DownEast program will continue. The board also asked Finance Officer Karen Motycka to contact Sweetser to clarify the services Sweetser provided to Castine residents in the prior year.
The board received a draft library budget submitted by someone identified only as "Nick" and was told a few changes are expected before the library budget is finalized.
Chair Amy Gutow made a motion to adjourn at 9:22 a.m.; Roberta Boczkiewicz seconded. The board voted 2-0 in favor of adjournment.
