The ordinance directs staff to research impacts and draft appropriate land-use language for the council’s consideration during the moratorium period.
Council also discussed planning commission input and cited actions taken by other counties as precedents for temporary moratoria while regulatory language is developed. The motion to adopt the ordinance passed on a roll-call vote with all members recorded in favor.
The council indicated the moratorium will allow time for technical analysis—particularly of water and power demands—and public hearings before any long-term regulatory change is adopted. No specific permit denials or applications were reported as pending at the time of the vote.
