Council reviewed a professional services proposal from WSB to develop preliminary design and site evaluation for the McNight Athletic Complex. Ken Roberts summarized the project goals—refreshing fields, adding flexible turf areas, playgrounds, event space, and new parking—and noted earlier concept work by HGA (concepts from 2024). Staff identified a need to add storage for public works and electric departments that was not in the original concept plans.
WSB representatives described a scope including geotechnical exploration, asbestos and regulated‑materials surveys, wetland delineation, stakeholder meetings, schematic design alternatives, cost estimates, and recommended phasing. WSB estimated the work would take six to eight months. Candace Amberg (WSB landscape architect) and Martin (WSB project representative) described team experience and the importance of balancing maintenance, operations, and recreational needs.
Staff recommended authorizing the city manager to execute a contract with WSB for preliminary design services dated June 10, 2026, with a not‑to‑exceed amount of $129,000. Council moved, seconded and approved the authorization.
The authorization directs staff to proceed with the evaluation and preliminary design tasks, including stakeholder engagement and the technical studies needed to scope potential construction phases and cost estimates. The project will return to council for subsequent approvals if construction funding or scope changes are proposed.
