Salem council approves July events, two grant applications and a clerk-notice rule change
Summary
At its March 3 meeting the Salem City Council unanimously approved three event permits (a Beatles tribute, a military-flag installation and the Fourth of July parade), appointed Karen Camp to the Board of Health, passed emergency resolutions to pursue Safe Routes to Schools and an ODNR trail grant, and amended a council rule requiring agenda items 24 hours before meetings.
The Salem City Council on March 3 approved a slate of event permits, confirmed a health-board appointment and passed two emergency resolutions authorizing grant applications.
Event permits: Council unanimously approved an application for "Abby Road," a Beatles tribute band, to play Lincoln Plaza on Saturday, July 11 from 6–9 p.m., with expected attendance listed as 100–200. The council also approved a plan to install military flags on streetlights with a kickoff at Lincoln Plaza on May 1 (sponsors expect 200 flags to be installed citywide before Memorial Day and named Dr. Michael Trina as the kickoff speaker). Finally, council approved the Chamber of Commerce and VFW parade application for Friday, July 3 at 10 a.m., beginning at Liberty Center.
Appointments: Mayor Dicki moved to appoint Karen Camp to the Board of Health to replace a longtime member who has moved out of state; council confirmed the appointment by unanimous roll call.
Grant resolutions: Council suspended rules to allow emergency readings and approved a resolution authorizing the mayor to submit an application to the state Safe Routes to Schools program, a planning grant to develop a travel plan and pursue sidewalks, bike lanes and related improvements near schools. Council took a second unanimous vote to authorize the mayor to apply to the Ohio Department of Natural Resources Clean Ohio Trail Fund for trail improvements at Waterworth Park, including drainage work and a limestone base to stabilize frequently washed-out sections used by cross-country teams and walkers.
Other business: Ordinance 16 was tabled at Utilities' request so staff can provide more detail; ordinance 17 was not brought out. Council voted to amend Rule 29 to require the clerk to provide all resolutions and ordinances in the agenda 24 hours before a meeting; members noted the council could still suspend the rule for urgent state deadlines. The council then voted to enter an executive session to discuss litigation.
