Hot Springs council accepts audit, approves ordinance first reading and several administrative measures

The Hot Springs City Council accepted the city's 2025 financial statements and independent auditors' report and approved a series of routine and administrative measures at its meeting.
Jordan Jones of Kel Thor Forensson public accounting firm presented the audit and said the firm issued "an unmodified opinion," concluding the financial statements are, "in all material respects, presented fairly in accordance with accounting principles generally accepted in the United States." Council voted to accept the audit report.
On ordinances and resolutions, council approved the first reading of Ordinance 1289 (a supplemental appropriation ordinance) and passed Resolution 2026-9 to rename a duplicate Hillrest Drive to Jasper Drive after GIS staff flagged two Hillrest Drive entries that could pose emergency-response safety issues.
Council also approved a three-year hosted communications agreement with Golden West Telecommunications Cooperative Inc.; authorized annual operating transfers from enterprise funds to the general fund (Water $125,000; Wastewater $125,000; Solid Waste $10,000, total $260,000); and approved merchant fundraising agreements for Evans Plunge and Southern Hills Golf Course promotions. The council authorized the city's participation as a beneficiary in a USDA Rural Business Development Grant application (total $99,500, with $49,750 proposed for downtown revitalization technical assistance) and approved an American Legion Post 71 special-sale alcoholic beverage license for an upcoming festival.
Committee reports reviewed by council included the administrative and finance committee's recommendation to create a police investigator classification by promoting from within (a job description and resolution will be presented July 6); a discussion on procuring combined Axon body and dash camera packages and the need for price updates and a legal opinion on equipment use; and progress on a proposed citywide hosted phone system that was placed on the council agenda for approval.
The meeting closed with routine scheduling and a motion to adjourn.
