Staff described the building changes — interior rework, a new freezer/cooler on the building’s north side and the re‑location of an outdoor timber feature for seating — and recommended seven conditions for the CU and eight for the ADR. Staff flagged noise as a possible concern because the compressor equipment sits roughly 200 feet from a nearby multifamily complex; staff later supplied a manufacturer‑based calculation saying the compressor sound would be about 59 dB at the closest property line.
Commissioners questioned market feasibility given nearby similar supermarkets and asked about parking and spillover onto Carriage Street; applicants said they had conducted market research, expect grocery‑scale parking to be adequate and did not foresee regular on‑street overflow. Staff noted the city is separately reviewing a potential vacation of Carriage Street; if vacated, the right‑of‑way would revert to adjacent property owners and a minimum 20‑ft easement would be required for an existing water main.
The commission approved the conditional use permit and ADR with staff conditions, and staff said the applicant must contact the clerk’s office if they intend to sell alcohol on site.
