Tecumseh council approves wellhead protection, hazard mitigation plan, transfers and routine payments

The Tecumseh City Council approved a series of resolutions, ordinances and administrative items during its Oct. 6 meeting, including adoption of a wellhead protection ordinance, a hazard mitigation action plan, property-transfer and emergency-systems agreements, and several routine contract and event approvals.
Councilmember Tyler Speckmann introduced an ordinance to adopt the wellhead protection plan prepared by Olsson and moved to waive the three-reading rule; Alicia Brommer seconded the introduction. A motion to approve final passage and publication in pamphlet form passed with all present members voting aye (Beethe, Britt, Brommer, Speckmann, Topp); Travis Goracke was absent.
Councilmember Brian Britt introduced Resolution 2025-16 to adopt a Hazard Mitigation Action Plan to preserve eligibility for pre- and post-disaster federal mitigation funding; Lorie Topp seconded the motion, which the council approved unanimously among members present.
The council approved an agreement to transfer an economic development lot and authorized the mayor to execute the deed (motion by Tyler Speckmann, seconded by Lance Beethe). The council also approved a Memorandum of Understanding with Johnson County for siren coordination (motion by Lorie Topp, seconded by Alicia Brommer).
Pay Application #6 to Farabee Mechanical for $460,570.14 was approved (motion by Tyler Speckmann, seconded by Lance Beethe). The council also approved a street closure for the Oct. 31 "Trunk or Treat on the Square" event and approved the consent agenda (Sept. 15 minutes and payment of city bills). All recorded votes were Aye among members present; Travis Goracke was noted absent on roll calls.
