Council Member Lorie Topp moved to approve the pay application; Council Member Tyler Speckmann seconded. Council Members Brian Britt, Alicia Brommer, Tyler Speckmann and Lorie Topp voted aye; there were no recorded nays or abstentions. Council Members Lance Beethe and Travis Goracke were recorded as absent. The motion to approve Pay Application #5 carried.
Later in the meeting, Topp moved and Brommer seconded approval of the consent agenda, which the minutes list as: 1) approval of the Sept. 2, 2025 minutes and 2) payment of city bills for city funds. The vote again was recorded as Britt, Brommer, Speckmann and Topp voting aye, with Beethe and Goracke absent. The minutes record the meeting adjourned at 5:10 p.m.
