Tecumseh council adopts budget ordinance, approves CDBG application and awards pool repainting contract

The City Council of the City of Tecumseh, Nebraska, on Sept. 2 adopted its annual appropriation ordinance for 2025–26 and approved a slate of items to support downtown revitalization and local infrastructure.
Council members voted unanimously (5–0, with one member absent) to adopt the budget ordinance after introducing it and waiving the statutory rule requiring three readings. Council also approved a resolution setting the 2025–26 property tax request at an amount different than the prior year (the minutes do not specify the dollar amount) and approved increasing the Restricted Funds Base in the 2025–26 budget by 1% over the allowable growth percentage.
The council moved to support downtown commercial façade rehabilitation through a Community Development Block Grant (CDBG). A public hearing opened at 5:02 p.m.; Brittany McCullough of SENDD reiterated the application terms described in the notice of public hearing. Council approved CDBG Downtown Revitalization program guidelines, passed a resolution authorizing the Mayor to sign the CDBG application, and appointed the Economic Development Board to serve as the CDBG DTR Committee to administer the program.
On an infrastructure and resilience item, the council approved an agreement with SENDD for an NDEE GRID Resiliency Project in the amount of $25,000. The motion to approve that agreement was made by Council Member Brian Britt and seconded by Council Member Lorie Topp; the motion carried by unanimous roll call of members present.
The council also approved several local projects and transactions. It authorized an Economic Development lot transfer agreement with Louis Keim and directed the Mayor to execute the deed. The council awarded a contract to Miller Painting and Decorating for sandblasting and repainting the city swimming pool in the amount of $58,710.
Routine business continued with departmental reports: the City Clerk said the budget filing is being finished and audit work for fiscal 2024–25 is beginning; the Utility Department reported running engines with OPPD after a power outage and ordering new fuses; Parks reported that work will begin on tennis/pickleball courts at the city park.
The council approved the consent agenda, including minutes from the Aug. 18 meeting and payment of city bills, and adjourned at 5:29 p.m.
