Councilmember Brian Britt moved to approve and adopt the Wellhead Protection Plan; Councilmember Lorie Topp seconded the motion, and the vote was recorded as Aye from Lance Beethe, Brian Britt, Alicia Brommer, Travis Goracke, Tyler Speckmann and Lorie Topp. The action follows a public hearing in which Doug Goracke summarized the plan’s purpose to provide a protective buffer around municipal wells.
A separate public hearing addressed a conditional‑use permit request from Mark Celesky to allow renting a first‑floor apartment in the city’s Historical District. City Attorney Bruce Dalluge explained the ordinance language that allows case‑by‑case consideration of such permits. Councilmember Alicia Brommer introduced a resolution to approve the permit, seconded by Councilmember Tyler Speckmann; the council voted Aye (Beethe, Britt, Brommer, Goracke, Speckmann, Topp), and the resolution carried.
The council also considered a conditional‑use permit for Clifford Poessnecker to allow outdoor storage of recreational vehicles, trailers, boats, equipment and vehicles in the Light Industrial zoning district, with required screening by a fence, building or a wall of at least six feet. City Attorney Bruce Dalluge described the lot’s zoning and spoke on behalf of the applicant during the hearing. Councilmember Lorie Topp moved to approve the resolution, Councilmember Brian Britt seconded, and the motion carried unanimously.
On a separate procurement item, Councilmember Lorie Topp moved and Councilmember Alicia Brommer seconded approval to purchase a generator from Johnson County Hospital for $30,000; the council voted unanimously to authorize the expenditure.
The meeting concluded with approval of the consent agenda, including minutes of the Aug. 4, 2025 meeting and payment of city bills. The motion to approve the consent agenda was made by Councilmember Lorie Topp and seconded by Councilmember Lance Beethe. Mayor Jesse Grof presided over the session and City Clerk Janelle Moran recorded the proceedings; the meeting adjourned at 5:16 p.m.
