Neighbors push back on drive‑through and pickup-only proposals at 2130 Fairport 9‑Mile Point Road; board tables both projects

Two redevelopment proposals on the northern and southern lease lots of 2130 Fairport 9‑Mile Point Road — a Seven Brew drive-through and a quick-service restaurant with a mobile order pickup lane — drew sustained public concern on June 11, prompting the Planning Board to table both applications pending more studies and coordination.
Doug Beechel, director of entitlements for Brew Team NY, described a 510-square-foot drive-through-only Seven Brew with two lanes and canopy queuing roughly 28 cars, and said the company typically uses employees with tablets to take orders in the queue rather than a speaker box. "We're proposing two drive-through lanes ... queuing approximately 28 cars in these two lanes," Beechel said. He also confirmed the company has applied for a side-yard variance for a canopy and will not propose a pylon sign.
Adam Coloulton, the engineer for the southern quick-service restaurant applicant, said the quick-service plan proposes a 2,450-square-foot restaurant with outdoor seating and a mobile order pickup lane; utilities would be coordinated (a shared backflow/hot box and sanitary laterals) and stormwater redesigned to current standards. Both applicants acknowledged the two projects will need to coordinate stormwater, traffic and shared access plans because they drain to the same pond and use the same private access drive.
Neighborhood speakers — including Donna Spanella and several Bronston Drive residents — raised overlapping concerns: traffic and safety at the nearby Route 250/441 corridors, increased queuing and headlights visible into backyards during winter, noise and amplified music, and worsening stormwater drainage that residents say has increased since nearby development. "This particular location near the intersection of routes 250 and 441 is already the most dangerous intersection in Penfield," said Donna Spanella, citing crash-rate concerns and a corridor study she said undercounts cumulative future development.
Residents also described repeated stormwater problems on rear yards behind the commercial corridor. Several urged the town to require a combined traffic analysis, a coordinated stormwater plan for both lease lots, enhanced buffering planting (evergreen, large‑caliper at installation) to block headlight glare, and a prohibition or strict limits on outdoor amplified music given adjacent homes.
Town consultants recommended additional technical work: an internal queuing analysis for Seven Brew locations in Upstate New York to confirm on-site vehicle storage is sufficient, a combined capacity/traffic analysis for the 250/441 access points, and a unified stormwater plan so the two projects do not overwhelm an existing pond. Staff also noted that portions of the access road are privately owned and that easement and maintenance responsibilities must be clarified. The Planning Board tabled both applications and asked applicants to submit coordinated traffic, stormwater and lighting plans and to coordinate with NYSDOT and Monroe County as appropriate.
What’s next: Applicants will revise and resubmit with a combined traffic and stormwater report, a combined photometric/landscaping plan to mitigate headlight and noise impacts, and documentation of easements/maintenance for the private access road. The board will not take additional action until those items are complete.
