At its March 24 meeting the Fryeburg Planning Board denied a waiver request from Liberta LLC (299 Main Street) after finding the application incomplete due to a late temporary OCP license.
Applicant Alisha Martinese told the board she had delivered the updated site and water plans the board requested and had submitted an HHE-200 form. She said she received local authorization a day after the submission deadline and sought a waiver to avoid having the application rejected solely for that lateness. The board reviewed the materials and determined the Temporary OCP License arrived one day past the submission deadline, so the application could not be deemed complete. Chair Ed Price moved to find the application incomplete; Jacob Stenger seconded the motion and the board then voted to deny the waiver request. Both motions passed unanimously.
What the board requested: Because the board deemed the application incomplete, the applicant will need to return with all required documentation and meet the standard submission deadlines should she refile. The board recorded that the other technical materials (site and water plans, HHE-200) were supplied, but the timeliness of the Temporary OCP License was decisive in denying the waiver.
