He told trustees that the State Revolving Fund program is backed up to 2026 but that the EPA plans to proceed with a Professional Engineering Report (PER) to advance the project planning and funding application process.
The discussion also covered the village’s goals for the utility work and the need for additional training on rates and financing. No formal decisions were made during the open discussion; trustees later moved into an executive session for training required by the EPA-assigned technical-assistance advisor.
No members of the public attended the meeting to comment. The briefing focused on next steps for engineering and financing: Cotner said the PER would be pursued despite SRF scheduling delays and encouraged the board to plan communications and staff training to support later implementation.
