Planning Board forms Comprehensive Plan Implementation Committee and opens discussion on zoning bylaw updates

The Milford Planning Board voted June 2 to create a Comprehensive Plan Implementation Committee as a subcommittee of the Planning Board to advance goals in the town’s 2025 Comprehensive Plan.
Town Planner Matthew Benoit presented a draft charge and said forming the subcommittee would help the town be eligible for implementation grants. Marble Mainini III raised concerns about the Planning Board appointing members of other boards and committees; Benoit said he would revise the language to clarify that other boards and committees could select delegates whom the Planning Board would then appoint. The Board approved forming the committee by unanimous roll-call vote.
The Board also reviewed a preliminary discussion on proposed zoning bylaw amendments. Benoit introduced possible new use definitions for items missing from the current bylaw — distribution facilities, fitness centers and data-storage centers — and presented draft language addressing parking at the rear of facilities. Marble Mainini urged careful review of parking calculations; Joseph Calagione supported some of the draft language, citing concerns about empty parking areas at certain businesses.
Town Counsel review of the Board’s Rules and Regulations remains outstanding; the Town Planner said he will circulate a revised draft after counsel’s input. The Board set a summer meeting schedule, agreeing to meet July 14 and August 11.
By establishing the implementation committee and discussing bylaw updates, the Planning Board signaled a move toward implementing the Comprehensive Plan and updating zoning language to reflect current development trends.
