Navajo County supervisors approve facility contracts, assessor recommendations and a loan to Pinetop-Lakeside

The Navajo County Board of Supervisors held a regular meeting Aug. 20 and approved several staff-recommended actions affecting county facilities, tax valuations and a town roadway loan.
The board voted unanimously to award contract B24-02-008 for phase one of the Pinedale Elementary School restoration to American Council Contracting. The project covers roof replacement, structural repairs, drainage fixes and construction of ADA-compliant pathways for a building listed on the National Register of Historic Places. Grant, a county capital-projects staff member, told the board the work is largely grant-funded and that staff recommended approving the base bid plus both add alternates. “The project will be nearly entirely funded with the grant, and with our local match,” Grant said.
The board also approved a Community Development Block Grant-funded roof replacement at the Clay Springs Community Center, accepting a low bid for a standing-seam metal roof and reserving about $16,000 in CDBG contingency funds for potential changes during construction.
On property valuation appeals heard by the Board of Equalization, the board generally followed assessor office recommendations after presentations from county appraisers and petitioners. For one parcel (APN 210-36-028) the petitioner argued the lot's steep, rocky topography and the extra site work required to build should lower per-acre value; Jana from the assessor's office responded that same-market sales with similar topography supported the county's valuation. After discussion the board approved the assessor's recommended valuation adjustments where presented.
In a separate action the board approved an intergovernmental agreement to loan the Town of Pinetop-Lakeside up to $610,000 to construct part of Porter Mountain Road, a safety corridor near a school. Mr. Blake of Public Works said the town expected adjacent funding to arrive later than planned and that the loan would be repaid by March 31, 2025. A motion to approve carried unanimously.
The board handled the votes through standard motions and roll calls; there were no recorded dissenting votes on the items described above. The chair closed the items with typical procedural remarks and moved on to other business, including presentations and public comment.
