Belfast council backs CDL training reimbursement concept and appoints new public‑works hire

At the July 15 meeting the council authorized staff to develop a formal Class B CDL training reimbursement program for current city employees and approved the appointment of Justin Brown (Winterport) as a truck driver/laborer for the public works department.

Public Works Director (referred to in the meeting as Kip) described workforce shortages, explained a potential tuition support model for current employees and said the course typically costs about $4,000 and runs from several weeks up to 12 weeks depending on the track. City Manager Aaron Herbig said staff would work with the city attorney and HR director to draft program language that addresses recoupment (in case an employee leaves) and other protections; he emphasized the need to learn from other municipalities’ experiences.

Councilors discussed whether the city should pay tuition only or also cover wages while an employee attends training, union and equity implications if only some employees receive support, and the importance of contractual teeth to protect the city’s investment. After discussion council authorized the city manager, public works director, HR director and city attorney to create a formalized program for council review (motion passed 5–0).

Separately, the council voted 5–0 to appoint Justin Brown of Winterport to the truck driver/laborer position after the hiring committee recommended him; councilors praised Brown’s experience and welcomed his family in the chamber.
