Arapahoe City Council approves consent agenda, equipment purchase and 2026 agreements

At its Nov. 18 meeting the Arapahoe City Council approved the consent agenda including three building permits, authorized a $7,600 pickup snow blade, set 2026 HSA contributions at $1,700, approved claims totaling $273,728.06 and authorized 2026 extensions/agreements with Olsson and NDOT.
The Arapahoe City Council on Nov. 18 approved its consent agenda, several routine contracts and equipment purchases and accepted claims and payroll totaling $273,728.06.
Councilmember Middagh moved to approve the consent agenda, which included the minutes and three building permits: #18 (McCoy — storage building), #19 (tenBensel — deck) and #20 (tenBensel — deck). Councilmember Polston seconded the motion and the council recorded unanimous approval.
Resident David Dodson addressed the council during public forum about a previously rescinded building permit and will work with staff member Ryan Hanzlick to submit a new application, according to the minutes.
During discussion of public works preparations for winter, the City Superintendent recommended purchasing a snow blade for a pickup. Middagh moved to purchase and install the blade at a cost of $7,600 and to prepare the dump trucks for the snow season; Carpenter seconded and the motion passed on roll call vote.
On personnel benefits, the City Clerk/Treasurer reported that new insurance had been selected and the council discussed HSA contributions for 2026. Councilmember Kreutzer moved and Carpenter seconded a motion to set the city’s 2026 HSA contribution at $1,700 (described in the minutes as half of the individual deductible); the motion passed on roll call.
On new business the council approved claims and payroll for the period of Nov. 5–18, 2025. The minutes list a detailed set of vendor and payroll line items and give a total of $273,728.06. The minutes also record that councilmember Paulsen abstained on claim #103641 for $33.00 while otherwise recording the members as voting to approve the claims; the motion carried.
The council approved an extension of Olsson’s role as street superintendent and engineer for 2026 after a motion by Middagh and second by tenBensel. The council also approved the Nebraska Department of Transportation (NDOT) highway maintenance agreement for 2026 on a motion by Middagh, seconded by tenBensel.
Committee reports noted that the Fire Department held an election of officers and that the Mission Mall had received a bid from Williamson Builders; additional bids are pending and the council will consider a recommendation at the Dec. 2 meeting.
The meeting adjourned by unanimous consent at 8:57 p.m. The next regular City Council meeting is scheduled for Dec. 2, 2025 at 7:30 p.m. in the EMCC Council Room. The minutes were signed by Dixie Sickels, city clerk.
