Beachwood council adopts multiple ordinances and resolutions, including cybersecurity program and equipment purchases

Votes at a glance
- Consent agenda (minutes, payments, and related ordinances): Moved by Mr. Smith and seconded by Ms. Stern; council approved the consent items after the clerk called the roll with one abstention noted on a suspension vote.
- Ordinance adopting TEFRA guardrails: Council adopted requirements for the city’s consideration of tax-exempt financing requests (applicant located in Beachwood at least five continuous years, serve a significant number of Beachwood residents, and be in compliance with city zoning and laws). The council clarified this is a procedural vouching and will not obligate the city to repay loans.

- Medical Mutual insurance renewal: Council approved a renewal with Medical Mutual of Ohio for city employee health coverage; the finance director reported an anticipated 12.5% premium increase and clarified council members are not included as city employees for coverage.
- Bobcat compact track loader purchase: Council waived bidding and authorized purchase through Sourcewell for Public Works to replace a tracked loader used for material handling and sidewalk snow clearing.
- Contract with Cuyahoga County Board of Health: Council authorized a contract with the county board of health through Dec. 31, 2027; staff said fees are deducted from property tax distributions and are largely allocated by resident population.
- Axon Taser 10 contract: Council approved a five-year contract to supply Taser 10 devices and training materials to the Police Department, explaining the current models are being phased out and the contract includes training cartridges, holsters, VR headsets and batteries.
Each of these items passed on roll-call votes as recorded in the meeting. Where an item requires further public hearing (for example the Sheetz rezoning), the council referred the matter to the appropriate review body and will act on any recommendations at a future meeting.
