Beachwood City Council on Monday night approved a slate of administrative and economic-development measures, including forgivable loans to support two corporate relocations, an update to notice procedures for zoning amendments, building-fee changes and a ceremonial park renaming.
Economic development: Finance staff recommended and council approved forgivable loan agreements under the city’s Economic Impact Program for 9-1-1 Cellular, which is relocating headquarters to 24103 Chagrin Boulevard, and Surgical Theater, which will consolidate offices at 24100 Chagrin Boulevard. City economic-development staff said forgivable status is tied to investment in commercial revitalization and meeting new-employment targets over a three-year verification period; finance will verify annual performance.
Notice procedures and fees: Council adopted an ordinance modernizing amendment-notice procedures to permit electronic publication on the city website (in line with a state law change) and to require notice to adjoining property owners while preserving the three-reading process. Council also approved updates to the building permit and zoning fee schedule to prepare for new permit software; staff said the net fiscal effect was expected to be minimal after benchmarking against peer communities.
Park renaming: In a unanimous vote, council adopted a resolution to rename City Park West as Gordon Gateway Park in honor of former mayor Merrell Gordon; several council members praised his decades of service and said the city plans a formal dedication.
Other measures: Council approved routine consent-agenda items, an insurance renewal with the Public Entities Pool of Ohio (PEP), tax-budget certification steps and a multi-year maintenance agreement with Stryker ProCare to service power-load cots and stair chairs for the Fire & Rescue Department (sole-source justification provided).
