Council authorized the purchase of one Pierce fire engine on Monday, ordering the apparatus through the Sourcewell cooperative purchasing program and waiving competitive bidding.
Fire Chief Holtzman said the cost and delivery timeline reflect national supply issues and increased demand: "The build times on these vehicles is extended way out ... to this extraordinary amount of 51 to 53 months," he said, and explained that the price reflects supply-and-demand pressures and past federal funding cycles.
The administration and finance staff said the city will place the order now to avoid upcoming price increases but will not advance payment immediately; a small offered cash discount made immediate payment unattractive. "They did offer us a cash discount, but the cash discount represented a 2% savings," a city official said, and the city expects to pay at delivery several years from now.
Council members pressed for clarity about commitment and lifecycle expectations. The chief said a typical fire-engine lifecycle for the city is roughly 20 years and that ordering now helps lock in price and slot time in a long manufacturing queue.
Council approved the resolution authorizing the mayor to purchase the truck and waive bidding on a roll-call vote.
