City awards $670,252 slurry-seal contract for SP1 street program

The Tehachapi City Council voted to award the 2627 SP1 surface treatment project to Roy Allen Slurry Seal Inc. for $670,252, with authorization for the city manager to approve change orders up to 20% of the contract.

Development Services staff member Mr. Norton presented the project, describing it as a slurry-seal (type two) surface treatment drawn from the city’s SP1 program. Norton said the city typically receives about $335,000 a year in SP1 funds and that staff had combined funds from previous years to cover the project cost. "We received five bids, all responsive and competitive," Norton said, and the low responsive bid came in below the engineering estimate.

Council members asked how the work would affect traffic and residents. Norton said slurry seal operations generally require closing individual streets for four to six hours while the material dries and that crews can lay a city block in 15 to 20 minutes. He said the contractor will distribute door-hanger notices to affected residences with dates and time windows ahead of work.

The motion to award the full project, including additive bid items, carried on a recorded vote of 3-0. The city authorized change orders up to 20% of the original contract value to allow for minor adjustments during construction.

Staff said a separate grinding-and-paving project is out for bid and will return to the council for award later. Council asked staff to coordinate timing and resident notices to reduce disruption during slurry operations.

The project will proceed under the terms announced; staff will return to the council if additional authorization beyond the 20% change-order cap is required.
