Resident reports slab moisture and ponding; board discusses storm-surge resilience

A River Ridge resident told the CDD on Oct. 22 that high ground moisture and ponded water around her unit caused moisture under the slab, buckled master bedroom flooring and mold, and that inspections ruled out plumbing and HVAC leaks.
Lynde Sorensen, an Oak Run resident, said a leak-detection specialist measured very high moisture levels and a foundation specialist recommended installing perimeter drain tiles and 5- to 10-foot downspout extensions. "I need help to get the downspouts farther from the home, and to install the drain tiles," she said, asking the CDD and the HOA to coordinate on a solution.
Board Chair Bob Schultz and staff noted that drain tiles are most likely a neighborhood (HOA) responsibility, though the board agreed to inform and coordinate with the HOA and the golf-course owner. District Engineer Charlie Krebs explained that drainage was not installed in that location originally because the area had been preserved under earlier zoning and later converted to club land, which affects whether the water-management system serves the site.
Separately, district and club staff discussed storm-surge risks for the broader community. Eric Long, PSGRC general manager, described a resilience planning initiative and said a hypothetical 10- to 12-foot storm surge could have flooded roughly 45%–55% of the community in his mapping exercise. He requested the CDD designate board and staff representatives to help coordinate a multi-agency resilience plan; the board reached consensus that Mr. Long and newly appointed Supervisor Keith Merrill will assist and authorized Mr. Krebs to support coordination as necessary.
No new funding or formal project authorization for storm-surge protections was recorded at the meeting; the discussion was a request for coordination and planning. Staff signaled next steps that include coordinating with the HOA and county partners, forwarding easement or drainage sketches when available, and monitoring repair and cleanup needs after recent storms.
