Housing coordinator flags compliance issue at 163 Upper County Road, announces June 3 lottery
Summary
The housing coordinator reported a June 3 lottery for 540 Main Street and detailed a compliance problem at 163 Upper County Road arising from an older regulatory agreement and a property-management arrangement; staff said available program funding could help bring the property into compliance but vacancies or other steps will be needed.

At the May 18 meeting the housing coordinator briefed the Trust on two operational items: (1) a lottery for 540 Main Street/Ready Renter set for June 3 in the Police Training Room and (2) an ongoing compliance issue at 163 Upper County Road.
The coordinator said she had been contacting applicants and partners and would forward registration details for the June 3 lottery. She also said 163 Upper County Road carries an old regulatory agreement and that the property’s management/tenant placements (handled in part through Bass River Realty) do not appear to meet current HLC requirements. The coordinator said the owner has hired an attorney and that recent program funding could pay for necessary updates, but that units could only be added to the trust’s waiting list when vacancies occur.
Trustees discussed the burden such compliance retrofits place on small property owners and suggested raising the issue with the regional shared services group to seek process relief and clearer guidance. The housing coordinator said staff would continue to work the paperwork, pursue communications with Bass River Realty and provide follow-up to the Trust.
Next steps: staff to circulate the 4.9 properties spreadsheet and related paperwork, escalate the procedural burden issue to shared regional services and report back on the status of the 163 Upper County Road compliance efforts.
Quote: Housing coordinator (S4) said, "On June 3 from 10 to 12, we're having the lottery for 540 Main Street and the Ready Renter program," and said staff would forward registration details.
