Midland board approves personnel moves, salary changes, calendar and GoFan enrollment

At its Feb. 19 meeting, the Midland School District Board of Education approved a package of routine and personnel items, including calendar adoption, technology for event ticketing, salary-schedule changes and two principal-level hires.
The board approved the 2026–27 school calendar (motion by Austin Passmore, seconded by Shawn Conder) and voted to enroll the district with GoFan, a mobile-ticketing and card-payment vendor. The GoFan enrollment includes two iPad/card-reader kits and a data package at no cost to the district; user fees were described in the presentation (general admission under $10: $1 service fee; above $10: $1 plus 5%; concessions: 3% + $0.30). Jeff Moore moved to approve GoFan; Austin Passmore seconded. The motion passed 7-0.
Fiscal and personnel motions included approval of January 2026 financials (motion by Nathan Wood, seconded by Jeff Moore), adopted 6-0 because board member Shawn Conder was absent for that item, and authorization of superintendent mileage reimbursement of $305.24 (motion by Jeff Moore, seconded by Nathan Wood), adopted 7-0.
The board approved changes to the 2026–27 salary schedule: adding a "K-12 Principal" line at a multiplier of 1.55 for a 240-day contract; changing the "LEA Supervisor" multiplier from 1.07 to 1.20 for 220 days; and adding a "Federal Programs/Compliance" stipend of $6,000. All salary-schedule adjustments passed on 7-0 votes. Following those schedule changes, the board approved hiring Cindy Armstrong as K–12 principal for 2026–27 at a contracted salary of $91,953.75 (based on the 1.55 multiplier for 240 days). The board also approved hiring Jessica Gilmer as LEA Special Education Director and Federal Programs/Compliance for 2026–27 at a total contracted amount of $71,250 (a $65,250 base under the revised LEA Supervisor multiplier plus a $6,000 stipend). Joe Cox moved the hiring motions and Nathan Wood seconded; motions passed 7-0.
The board accepted the resignation of Skylar Porterfield as a special-education paraprofessional effective Feb. 20, 2026, and accepted Jessica Gilmer's resignation as elementary principal effective at the end of the 2025–26 school year; both votes were recorded 7-0. The meeting record shows an executive session from 9:33 p.m. to 10:15 p.m. for personnel matters; the minutes provide no further detail of the executive-session discussion.
The board also approved removal of several nonworking or retrieved items from inventory (3-D printer, digital piano, copier, plasma cam, bottle-filling station) and approved the minutes from the previous regular meeting. All routine motions carried unanimously unless otherwise noted. The board adjourned at 10:22 p.m.; the next regular meeting is scheduled for March 16, 2026.
