Dan O'Rozeland of Down Cape Engineering presented multiple cases: a septic upgrade for 17 Windy Hill (a 1,500‑gallon tank, pump chamber and stone leach field), a replacement and ADU arrangement for 2 Golf Course Road (a 2,000‑gallon dual‑compartment tank and use limited to three bedrooms), and reconstruction and septic improvements for 7 Riceboro Road after storm damage (including an IA microfat unit and UV disinfection). O'Rozeland also presented proposals for 2 Golf Course Road and for rebuilding and monitoring measures at Riceboro.
Board members pressed applicants to resolve inconsistencies and to prevent future bedroom additions without return to the board. For 17 Windy Hill, the board clarified a discrepancy between a letter referencing a 3‑bedroom design and the assessor's 2‑bedroom record; the applicant agreed the record likely indicates two bedrooms and will note that an additional bedroom would require returning for review. The applicant also offered to move a vent away from an abutter's lot line.
Other cases approved included variance requests for 2 Golf Course Road (approval contingent on a passing inspection), 45 Bay View Road Units 3 and 4 (a reduction in bedroom counts and removal of unauthorized exterior work ordered by the conservation commission), and 58 Carroll Drive (additions that do not increase bedroom count; system recently upgraded). Each motion passed unanimously and incorporated site‑specific conditions identified in the meeting memoranda.
The approvals referenced memoranda dated 04/29/2025 and 04/30/2025 and included standard conditions noted by the board. Several approvals required inspections or plan revisions (for example, a floor‑plan change at 7 Riceboro Road to convert a second‑floor office so it would not qualify as a bedroom).
