River Ridge CDD approves goals, performance measures to comply with HB7013

District staff told the River Ridge Community Development District Board on Aug. 27 that newly adopted legislation (HB7013) requires special districts to set annual goals and objectives and develop performance measures and standards. Staff recommended three focus categories for Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability.
Mrs. Cleo Adams, District Counsel Tony Pires and District Manager Chuck Adams explained the reporting obligations and that the initial report is due Dec. 1, 2025 and must be posted on the CDD website. The Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly.
The Board added the task to its Key Activity Dates list to ensure the district meets the statutory posting and reporting requirements.
