Brewer honors long‑serving finance director, swears in three police officers and adopts council goals

At the start of its Jan. 13, 2026 meeting the Brewer City Council recognized Finance Director Karen Fussell for 25 years of service, adopting Resolve 2026‑B001 by unanimous consent. Mayor Jenn M. Morin presented Fussell with a plaque and the resolution was entered into the official record.
The city clerk administered oaths of office to Brewer Police Sergeant Levi Sewall, Brewer Police Corporal Rodney Gerald and Brewer Police Patrol Officer Catherine Ludwig; Councilor Dani O’Halloran presented Brewer Challenge Coins to the newly sworn officers.
In unfinished business the Council reviewed and amended a proposed list of strategic goals for the 2025–2026 term. The goals adopted by unanimous vote include pursuing Tree City USA status, exploring a new library feasibility study, advocating for a Penobscot County correctional facility, developing youth mentorship and internship programs, advancing a rail‑trail, updating the land use code, planning for the municipal pool and improving park equipment and lighting, increasing social media engagement, and exploring affordable housing options. Councilors added goals to reunite Code Enforcement with Planning, improve clarity on fiscal impacts of Council actions, and consider meeting times that enable broader public participation.
Councilor Dani O’Halloran raised a concern that one proposed mentorship goal referenced young men only; Councilor Soubanh Phanthay said the intent included support for both young men and young women.
The Council adopted the amended goals list by unanimous vote.
