Arnold trustees approve violations bureau ordinance, salary bump for certified operator and routine financial actions

At its April 14 meeting the Arnold Board of Trustees unanimously adopted Ordinance No. 489 to establish a violations bureau and Ordinance No. 490 to raise an employee's pay after certification; the board also approved claims, made CD adjustments and hired seasonal staff.
The Village of Arnold Board of Trustees on April 14 adopted two ordinances, approved March financial claims and balances, authorized certificate-of-deposit adjustments and hired seasonal employees.
Chairman Zach Hagler introduced Ordinance No. 489, described in the ordinance title as creating a Violations Bureau pursuant to Neb. Rev. Stat. 18-1729 for collection of penalties for nonmoving traffic and other offenses. Board Member Jason Jenkins moved to suspend the statutory three-reading rule, Austin Snyder seconded, and the motion to suspend the rules and final passage were both approved by unanimous roll call. The Chairman signed the ordinance and the Clerk attested it.
The Board also passed Ordinance No. 490, amending Ordinance No. 484 to increase Eric Holmberg’s hourly pay by $1.00 after Holmberg passed the Water Operator Certification exam. The Board suspended the three-reading rule for this ordinance as well; the motion for final passage was adopted unanimously and the ordinance was signed and attested.
On routine financial business the Clerk presented a detailed list of claims. The Board approved most claims as presented and separately approved payment to Country Partners Cooperative; Board Member Donnell DeLosh recorded an abstention on that vote. The Treasurer's Report showed fund balances including $82,772.00 in the General Fund and $820,096.72 in the Electric Fund as of March 31, 2025. The Board approved moving Certificate of Deposit #5000002086 ($37,026.70) into the money market account when it matures and authorized purchase of a $20,000 certificate designated for the Edna B. Peterson parks account.
On personnel the board voted to hire Tom Dennis and Ethan Furne as seasonal employees and to hire Rusty Wyckoff as a weekend backup for trouble calls and mosquito spraying at $23.00 per hour. All personnel motions carried by roll call votes.
The meeting adjourned at 8:40 p.m.
