Arnold board adopts ordinance limiting who may discharge firearms; grants two written permissions

The Village of Arnold Board of Trustees adopted Ordinance No. 491 on May 12, 2025, revising who may discharge firearms within the municipality and repealing Ordinance No. 488. The board suspended the statutory rule requiring three readings and voted unanimously to pass the ordinance.
Chairman Zach Hagler read the ordinance title and, after the motion for final passage, asked, “Shall Ordinance No. 491 be passed and adopted?” The roll call vote was Aye: Bowers, DeLosh, Hagler, Jenkins, Snyder; Nay: none. Patricia Lamberty, the Village Clerk, attested to the passage and affixed the village seal.
After adopting the ordinance the Board approved issuing written permission under Ordinance No. 491 to Black Sheep Meats and Bierman’s Veterinary Clinic to discharge firearms within the municipality as specified in the ordinance. The permissions were approved by roll call with all members voting Aye.
The ordinance text was read by title at the meeting; the Clerk recorded the formal passage and the Chairman signed the ordinance at the meeting. The Board did not record any amendments to the ordinance during the session.
The board’s action takes place amid other routine village business and will be recorded in the ordinance book per the Clerk’s attestation.
