Emery County commissioners approve RFPs, grant and several administrative items in routine session

On the consent agenda, the commission approved routine minutes and actions after a motion and second. The commission then ratified the signing of a letter of support for Carbon Medical Center seeking additional funding.
The commission accepted a 2026–27 invasive species mitigation grant aimed at Russian olive removal totaling $38,500; presenter (speaker 10) explained treated areas are tributaries on the west side of the county and described the mechanical removal and follow-up spraying approach.
Staff recommended advertising RFPs for ADA-compliant renovations at the Huntington and Castle Dale branch libraries; the commission moved, seconded and approved both RFP advertisements. The commission also approved advertising bids for the landfill scrap-metal pile.
On personnel-related cost sharing, staff outlined URS retirement contribution changes and the commission approved a resolution electing to 'pick up' 1.25 percentage points of Tier 2 public-safety employee contributions (the URS Tier 2 public safety rate was stated as increasing to 5.98% from 4.73%).
Tourism staff described a Go Travel advertising relationship that supplies leads and visitor materials; the commission approved renewing the county's Go Travel advertising agreement (meeting minutes contain inconsistent dollar figures in spoken remarks; staff said $1,950 in one place and the motion recorded "$91,950").
On intergovernmental matters, commissioners agreed to draft an MOU to consider a three-way cost share with Orangeville City and UDOT for three solar/radar speed signs (rough estimate $17,100 with UDOT possibly covering $5,800 for signs located on state highways); staff will return with firm engineering and cost figures before final action.
Votes: motions were moved, seconded and carried for the items above; roll-call and verbal affirmations recorded commissioners as voting in favor at the time each motion passed.
Next steps: staff will proceed with RFP advertising, finalize bid documents, obtain exact engineering costs for the speed-sign MOU and reconcile funding sources for the URS pickup and other budget impacts.
