Monticello council accepts January minutes, passes budget amendment and fills vacated seat

At its Feb. 26 meeting the Monticello City Council completed several procedural matters: approval of minutes, a budget amendment and an appointment after a resignation.
The council accepted the minutes from the January meeting on a motion by Mike Wigley, seconded by Claudia Hartness; the vote was recorded as unanimous. Michael James introduced and moved to suspend the rules and read by title a resolution amending the 2026 Advertising and Promotion Commission Fund budget; after the City Attorney read the title the council voted unanimously to adopt the resolution.
Mayor Akers announced that council member Mark Tiner is moving out of his ward and submitted his resignation earlier that day. Clarissa Pace introduced and moved a resolution concerning the appointment to fill the vacancy; after a reading by the City Attorney the council accepted the appointment resolution. The minutes record Cedric Leonard as the lone vote in opposition to that appointment.
The minutes do not record the name of the appointee or details of the appointment process beyond the procedural explanation given by City Attorney Whit Barton that a new council member must be appointed at the next council meeting following a resignation.
