Council discusses data centers, resource impacts and whether to consider a moratorium

Councilors spent substantial time discussing large data centers' local implications and possible municipal responses. Staff outlined the state context (a proposed state moratorium did not pass) and said the city has planning and permitting tools that would capture most larger facilities; staff reported they were not aware of any active data‑center proposals in Ellsworth.

Multiple councilors raised environmental and infrastructure concerns: demand on the electric grid and local water supplies for cooling, reliance on fossil fuels for some large centers, and cases where projects have progressed under NDAs until late in the process. "These things use a lot of water and a lot of electricity," one councilor said, asking staff to assess municipal capacity. Another councilor urged work with the planning board to define what a moratorium or restrictive regulatory environment would look like so the city is not surprised if one is proposed.

Speakers suggested short‑term steps: staff research and present capacity and impact analyses, participate in regional webinars (Grow Smart Maine resources were cited), and consult the planning board and legal counsel about moratorium triggers and regulatory options. Several councilors favored public engagement and proactive education so residents understand potential tradeoffs before a proposal arrives. No moratorium or new regulation was adopted at the workshop.
