School staff explained that switches are the backbone of the district’s IT infrastructure, carrying traffic for wireless access points, phones, security cameras and building controls. Members heard that a typical lifecycle for such equipment is about six to eight years; Norton’s currently installed switches have been stretched to 12–14 years, creating capacity and failure‑risk concerns.
District staff said Norton is eligible for E‑rate reimbursement and that the reimbursement rate will rise from 50% to 60% on July 1, lowering the town’s net exposure for eligible costs. Committee members discussed vendor quotes, warranty and delivery timing, and the practice of budgeting the full vendor estimate and returning unspent funds as a “turnback” if actual costs are lower.
The committee approved the $357,000 allocation by voice vote and also approved a separate $40,677 payment for payment three of five on an existing contract for Norton Middle School tech displays. Members instructed staff to confirm final E‑rate paperwork and to schedule vendor installation over the summer where possible.
The vote was recorded as an approval to be forwarded to the appropriate fiscal bodies; staff noted some line items originally in the project were removed when they were found to be ineligible for reimbursement, and the final net cost will be adjusted accordingly.
Next steps: staff to confirm E‑rate award documentation, finalize vendor delivery dates, and report any material changes to the finance committee prior to implementation.
