The Planning Board received an update on efforts to extend Frye Road to Route 111.
Shawn O’Neil reported on a meeting with Attorney Matt Serge, Mr. Boraczek, and members of S.E.C. Associates. He said the state’s position, as described to the meeting, is that a Purchase & Sale agreement and funds in escrow are required before state approval or sign-off. Shawn also reported a cost figure of $53,000 for the parcel the town would purchase as part of the Route 111 right-of-way, although board members discussed whether purchasing the R.O.W. or other arrangements would be preferable.
Board members noted the state’s jurisdiction to the end of the existing R.O.W., the presence of a gate where the state had closed Frye Road, and that any new section built would need to meet current Town standards; the state would likely require a curb cut where the extension meets Route 111. Questions remain about who will pay for required improvements; Shawn said the builder is expected to be responsible and that the matter has been under discussion for years.
