Ellsworth council delays permanent downtown restroom, agrees to temporary porta‑potty and further study

Tuesday’s meeting included a lengthy discussion of a proposed climate‑controlled, ADA‑accessible public restroom for the City Hall plaza. Economic Development Director Twilight Fisher presented three options: continue seasonal portable toilets (estimated ~$1,500), add modest aesthetic improvements (under $3,000), or publicly bid the permanent restroom design presented in May for spring 2027 implementation.
Business owners and residents raised access and maintenance concerns and suggested alternate locations (for example Franklin Parklet). Councilors debated tradeoffs: Councelor Martin said a downtown restroom is a “human need” for shoppers and parents, while Councelor Shay and others warned of ongoing maintenance and security costs. Fisher highlighted that the proposal could be funded from restricted TIF (tax increment financing) resources but noted an opportunity cost relative to other downtown projects.
After discussion the council conducted a straw poll and then moved to table the permanent project while continuing porta‑potty service for the coming season and directing staff to pursue further community engagement and site analysis. The motion to table carried 6–1.
What’s next: staff will seek more community input about parklet location and permanent options, solicit bids if requested, and maintain temporary restroom service through the summer.
