Chair John DeLisle said the preliminary plan review for the Anchor In Campground — described as a 28-site RV campground on an approximately 52-acre lot at 566 Bayside Road (tax map 5, lot 46) — would not proceed because property owners within 500 feet of the actual development parcel (identified in some paperwork as lot 46-1) had not received proper notice. "We're not going to do anything with this project tonight because it's not fair to the people who haven't received notice and they want to chime in on this," DeLisle told the attendees.
City staff demonstrated that the abutter map used for notices highlighted tax map 46 rather than the specific lot 46-1 and that 17 addresses had received notices; staff and the board said a correct 500-foot radius from lot 46-1 would have reached additional properties on Elton Avenue and other nearby streets. Brittany Merrill, the city planner, advised residents that the application is public record and that the planning office could email the packet; she also encouraged written comments ahead of the next packet publication.
Board member Lisa LaRoue recused herself from discussion and votes on the item, citing a conflict of interest related to a family member living in the area.
After discussion, a motion was made to table the preliminary plan review for the Anchor In Campground (motion text noted as "table the preliminary plan review for Anchoring Campground tax map 5 lot 46"). The board voted verbally in favor and the item was removed from further consideration until corrected abutter notices are sent and members of the public have the opportunity to comment.
What happens next: Staff said the applicant can expect the item to appear on the next month's agenda after corrected notices are mailed; members of the public who cannot attend may submit written comments to the planning office to be included in the board packet.
