Ken Carey, a resident of Atkinson, told the City Council on July 8 that occupants at 814 East Pearl have kept pigs, goats, sheep, roosters and chickens and maintained more dogs than allowed under city limits since 2019. Carey said goats have repeatedly wandered onto neighbors’ property, entered garages and damaged gardens, creating a nuisance for adjacent residents.
Carey cited Section 2-501 of the city code, which bans horses, mules, sheep, cows, goats and swine from the corporate city limits unless the council grants written permission, and noted Ordinance 1181, passed Jan. 9, 2023, which bans roosters. According to the minutes, the council intended for Police Chief Jimmy Collins to speak with the occupants and notify them they would have 20 days to remove forbidden animals or face removal by the city.
